Well almost all phones now can install ringtones from mp3 files.
How to Transfer Ringtones to Mobile Phones ?
You need to have a cable that could be connected from your mobile phone and your laptop. In Nokia Mobile Phone , normally you can do it via Nokia Suite. In other phone such as android phone you can just copy it in your mobile phone via direct cable from mobile to computer. And then you can choose those MP3 files as your default ringtones.
