Distant Learning by Broadcasting : Can it be implemented in Philippines ?

I have heard at the News that Philippine Government is trying to implement the Distant Learning by Broadcasting to the Filipino students. This Technology is being implemented in Thailand and seems to be effective according to the news.

The new project will definitely cost billions of Peso. Thinking that they will broadcast Via Internet. But does the Philippine government ready for this ? Financially and the Technical Know How of the Project ?

If this will be implemented, It will be a great move on the Technological aspect of the Philippines.

But in my own opinion, I think It is much better If I see my teacher in front of me and so I can ask her if I cannot understand anything. rather than to send message via net and ask her. It is good that i am already graduated from school.
